The “United States of the World” and the “Mediterranean Foundation” support the United Nations Alliance of Civilisations (UNAOC) and the Permanent Mission of the Sultanate of Oman to the United Nations in the “Muscat Action Plan for traditional and indigenous leaders and peoples to counter and address hate speech and prevent genocide and atrocity crimes through peace mediation” (Muscat Action Plan).
The “Muscat Action Plan” is the outcome of a global consultation process led by the United Nations Office for the Prevention of Genocide (UNOSAPG) and the “Peacemakers Network”, which brings together traditional and indigenous leaders and peoples from different regions and contexts to explore their role in preventing atrocity crimes and incitement thereto.
“The ‘Muscat Action Plan’ draws on centuries of knowledge and the experience of traditional and indigenous leaders,” emphasised Secretary-General António Guterres in his opening remarks, “and reminds us that incitement to hatred is a warning sign that foreshadows violence; it is a catalyst that hastens its arrival: to address this challenge, we must act at all levels ”.
“The Plan does not seek to eliminate differences or to mould identities together, but to build a space for our differences, a space where human beings can coexist with dignity and where mutual respect becomes the foundation of peace,” said Mohammed bin Said Al Mamari, Oman’s Minister of Religious Affairs.
The high-level opening session was moderated by Miguel Ángel Moratinos, High Representative for the UNAOC.
The discussions highlighted the important contributions that traditional and indigenous actors can make to conflict prevention, peace mediation and social cohesion, drawing on their unique knowledge systems, cultural practices and trusted community-based mechanisms.
Secretary-General Michele Capasso recalled the long-standing ties with Oman and the agreements signed since 2009 with the then Minister of Religious Affairs, Abdullah El-Salmi.
